
TOWN COMMITTEE:
1. The Republican Town Committee shall consist of 32 registered Republicans to be elected from the Town at large.
QUALIFICATIONS:
1. No person shall be a member or officer of the Town Committee unless that person is an enrolled Republican elector of the Town at the time of and during the term of his/her election.
ELECTION:
1. The date for primaries for election of Town Committee members shall be the first Tuesday of March in the even numbered years, or as otherwise specified by Connecticut law or by State Central Bylaw.
2. The date for choosing Party-endorsed candidates for Town Committee membership shall be the third Tuesday in January in the even numbered years, or as otherwise specified by Connecticut law or by State Central Bylaw. Such Party-endorsed candidates shall be chosen by Town Caucus of the enrolled Republicans of the Town of Redding .
3. Prior to the commencement of the Town Caucus, the Committee on Vacancies shall submit a list of persons it recommends as Party-endorsed candidates for Town Committee membership. No previous member shall be qualified for such endorsement unless that person attended or was otherwise excused from attendance at not less than 50% of the duly-noticed meetings of the Town Committee in each of the previous terms as a member or officer of the Town Committee unless otherwise specifically endorsed by the Town Committee.
4. Party-endorsed candidates for Town Committee membership shall be certified to the Clerk of the Municipality by the Town Chairman and the Secretary of the Town Committee or the Caucus not later than the 34 th day before the Primary date or as otherwise specified by Connecticut law or by State Central Bylaw.
5. The Town Chairman, or in the event of his failure to act, the Vice Chairman, shall publish notice of the Primary date in a newspaper having a circulation in the Town, at least 56 days before the date set for the Primary or as otherwise specified by Connecticut law or by State Central Bylaw.
6. Members of the Town Committee shall take office on the first Monday following the date of the Primary set in connection with their election and they shall serve until their successors are chosen, but in any event not more than twenty-six (26) months per term or as otherwise specified by Connecticut law.
OFFICERS:
1. Within two weeks after their election, the members of the Town Committee shall meet for organization, at the call of the previous Chairman. They shall elect a Chairman and Vice-Chairman, a Secretary, a Treasurer and such other officers as may be deemed advisable.
2. The Chairman shall be chosen from within the membership of the Town Committee and may cast a vote to break a tie, including a tie in a vote for selection of party endorsed candidates under Section 9-386 of the Connecticut General Statutes. This vote, if necessary, shall be in addition to the Chairman's normal voting rights as a member of the Town Committee.
3. The Officers shall have the duties usually incident of the office and such other duties as the Town Committee may from time to time prescribe.
4. Within one week after organization of the Town Committee, and whenever any changes occur in the membership of the Town Committee or officers, the Secretary shall file with the Secretary of the Republican State Central Committee a list of the Town Committee and the names and addresses of the Republican Registers of Voters.
DUTIES OF OFFICERS:
1. Town Chairman
(a) Attend any Senatorial District meetings.
(b) Attend Congressional District meetings.
(c) Attend and conduct Town Committee meetings.
(d) Secure a report at each Town Committee meeting
as to what transpired at the most recent State Committee meeting or see to
it that a State Committee person delivers such a report.
(e) Designate the campaign treasurer for local campaigns.
2. Vice Chairman
(a) Attend any Senatorial District meetings.
(b) Attend any Congressional District meetings.
(c) Attend and conduct Town Committee meeting in the
absence of the Chairman.
(d) Upon the occurrence of a vacancy in the office
of Town Chairman, the Vice-Chairman shall be responsible for determining the
time, date and place for a meeting to select a new Town Chairman, which meeting
shall be called by the Vice-Chairman after the vacancy occurs. If the
Vice-Chairman does not issue the call for the meeting within two weeks of the
vacancy, the Central Committee representative shall call such meeting.
3. Treasurer:
(a) Give a financial report at each Town Committee
meeting.
(b) See to it that election finance laws are complied
with by the Town Committee and instruct and assist various campaign treasures
with compliance.
(c) Maintain books and records.
(d) Establish a bank account.
4. Secretary:
(a) Notify the Town Chairman, Town Committee members, and State Committee members of time, date, place and agenda of each Town Committee meeting.
(b) Keep a record of minutes of each meeting and see that minutes of each meeting are acted upon by the Town Committee.
(c) Keep accurate attendance records of Town Committee meetings and report upon the same to the Town Committee biannually as well as indicating attendance in the minutes of each Town Committee meeting.
(d) Furnish to the State Party Chairman at least annually, a list of Town Committee officers and notify the State Party Chairman of changes as they occur.
(e) Send true and accurate copies of local party rules and any amendments to such rules to the State Party Chairman, indicating the date on which they were adopted, within fifteen days of such adoption.
REMOVAL OF OFFICERS:
1. A Town Chairman, Vice-Chairman or other elected officer of the Town Committee may be removed from office by the affirmative vote of two-thirds (2/3rds) of the entire authorized membership for the Town Committee at a duly warned meeting called for that purpose by one-third (1/3 rd) of the members of the Town Committee.
2. Not less than twenty (20) days written notice shall be given of any meeting called under section (1) of this section.
MEETINGS:
1. Regular meetings of the Town Committee shall be held on the first Monday of each month, unless otherwise determined by the Chairman or Secretary. Notices shall be sent to the membership at least one week in advance, listing the date, time and place of meeting. Notices may be given by electronic mail.
2. Special meetings of the Town Committee may be called upon written request, signed by a majority of the members, and presented to the Chairman. Upon receipt of such request, the Chairman shall instruct the Secretary to give reasonable notice to the membership of the date, time and place and purpose for the special meeting.
3. All Town Committee meetings shall be conducted in accordance with Robert's Rules of Order and the Connecticut Freedom of Information Regulations.
4. Proxy voting shall not be permitted at any regular or special meeting.
QUORUM:
1. Twelve (12) of the membership of the Town Committee shall constitute a quorum at any meeting.
STANDING COMMITTEE:
1. The following Standing Committees shall be formed at the first regular meeting of the Town Committee following the organizational meeting: Committee on Vacancies, Finance, Voter Registration, Events and Publicity.
2. Standing Committee shall consist of at least three (3) and no more than six (6) members.
3. The Chairman shall appoint, subject to ratification by the Town Committee, the membership and chairmen of the Standing Committees.
4. The Committee on Vacancies shall be responsible for receiving and keeping in file all names presented to it for consideration by the Town Committee for vacancies within the Town Committee or town government in accordance with the State Statute and State Party rules as they may apply.
5. The Finance and Events Committees shall be responsible for fundraising by the Town Committee.
6. The Publicity Committee shall be responsible for articles for newspaper and other media concerning activities of the positions taken by the Town Committee.
7. In addition to the Standing Committees as provided herein, the Town Committee may establish other Committees from time-to-time to serve at the pleasure of the Town Committee.
VACANCIES:
1. Vacancies occurring for any reason in Town Committee membership or elected officers shall be filled by vote of the remaining members of the Town Committee.
2. Pending a vote, a vacancy in the office of Chairman of the Town Committee shall be filled from among the remaining officers of the Town Committee in the following order of ascendancy, provided they are willing to serve as Chairman:
(a) Vice-Chairman
(b) Treasurer
(c) Secretary
3. The Town Committee membership shall be advised of any existing vacancy at least one meeting prior to formal vote filling such vacancy.
4. All proposed candidates for any existing or proposed vacancy shall be submitted to the Committee on Vacancies prior to the meeting at which the formal vote is to be taken.
